TV planned = orders, estimates and contracts from the FCC files (what is booked); TV invoiced = station invoices in the same files (what actually ran and was billed). Scanned documents add nothing to either. FEC = independent expenditures as filed. Digital = the high end of platform-reported ranges. Nothing here is a projection.

Kansas statewide candidates report twice a year and before each election; the July report covers through July 23. The itemized columns come from the Secretary of State's contribution viewer, pulled daily, and move the moment a new report or a last-minute filing is processed. Federal figures follow the FEC's quarterly filings. Cash on hand is what is left after spending, not what has been booked.

No public archive shows connected-TV spending, so this card reads it from the payments side. Every candidate committee in a federal race and every sponsor in the station files or ad libraries that is a federal committee (a federal super PAC in a state race included) is read. A payment counts as connected TV when it goes to a streaming seller or its purpose line says CTV, OTT or streaming, even when paid to a media-buying firm. Unexplained is what a committee paid for media minus its station orders and library digital on file: money that bought something no public record shows — connected TV, programmatic, mail or production. A negative figure means orders are on file that the committee has not yet paid or reported. Federal reports lag (quarterly filers report up to 15 days after the quarter ends). Kansas committees — the statewide candidates and outside groups in state races — come from their Kansas Public Disclosure Commission filings: the candidates' itemized expenditures (Schedule C) and outside groups' Statements of Independent Expenditures (scanned; read by a model, check the statement before quoting a figure). Kansas reports come three times a cycle; the next covers July 24 – Oct. 22 and is due Oct. 26. A payment is not the same as ad spend — a media firm's line can bundle production and fees.
