TV planned = orders, estimates and contracts from the FCC files (what is booked); TV invoiced = station invoices in the same files (what actually ran and was billed). Scanned documents add nothing to either. FEC = independent expenditures as filed. Digital = the high end of platform-reported ranges (Meta, Google/YouTube). Nothing here is a projection.

Candidate war chests federal committees from FEC reports; statewide candidates' raised, spent and cash on hand from their Kansas Public Disclosure Commission reports, and the itemized columns from the Secretary of State's contribution viewer

Kansas statewide candidates report twice a year and before each election; the July report covers through July 23. The itemized columns come from the Secretary of State's contribution viewer, pulled daily, and move the moment a new report or a last-minute filing is processed. Federal figures follow the FEC's quarterly filings. Cash on hand is what is left after spending, not what has been booked.

By market share = Kansas voters in the market, analyst estimate; coverage is the ceiling on exposure

Broadcast (TV/cable/radio): planned = the station order (largest revision, counted once); invoiced = what the station later billed, shown beside planned and not added to it. Both are gross — what the advertiser pays, the figure the station quotes and the one a committee discloses to the FEC; where a filing breaks out the net, the order's own page shows what reached the station and what the agency kept. Spots = occurrences, how many times the ad airs on the flight, from the station's own schedule where the file was readable — a floor, and a dash means the schedule was scanned or unread, not zero airings. Digital and FEC are not here — the platforms report delivery by state, not by media market. The flight dates tell you which fight a buy was really for.

Kansas-level only, and every ad here already cleared the platform's Kansas filter (Meta: delivered in Kansas; Google & Snap: Kansas in the targeting). There is no media-market split of digital to pull — Meta reports each ad's Kansas delivery share and Google/Snap report the geography a buy targeted, neither reports dollars by market. Spend is the platform's own range; the total is the high end, the floor the rest of the app uses. In Kansas keeps only what landed here: the libraries list an ad if any of it touched Kansas and report its whole national spend, so a national advertiser's total overstates its Kansas money (Meta: spend × the ad's Kansas delivery share; Google & Snap: counted only when Kansas is in the targeting — an ad aimed at the whole United States is usually fundraising, not Kansas persuasion). The per-ad geography is in the next card.

No public archive shows connected-TV spending, so this card reads it from the payments side. Every candidate committee in a federal race and every sponsor in the station files or ad libraries that is a federal committee (a federal super PAC in a state race included) is read. A payment counts as connected TV when it goes to a streaming seller or its purpose line says CTV, OTT or streaming, even when paid to a media-buying firm. Unexplained is what a committee paid for media minus its station orders and library digital on file: money that bought something no public record shows — connected TV, programmatic, mail or production. A negative figure means orders are on file that the committee has not yet paid or reported. Federal reports lag (quarterly filers report up to 15 days after the quarter ends). Kansas committees — the statewide candidates and outside groups in state races — come from their Kansas Public Disclosure Commission filings: the candidates' itemized expenditures (Schedule C) and outside groups' Statements of Independent Expenditures (scanned; read by a model, check the statement before quoting a figure). Kansas reports come three times a cycle; the next covers July 24 – Oct. 22 and is due Oct. 26. A payment is not the same as ad spend — a media firm's line can bundle production and fees.
